Sacramento Suburban Water District (SSWD) and San Juan Water District (SJWD) have reinitiated discussions regarding the combination of the two districts. The new discussions will build on previous combination efforts from 2014-15.
2014-15 Combination Effort
Two reports were generated during combination discussions between 2014 and 2015. The first report (Phase 1 Report) contained a high-level analysis of three alternatives: 1) business as usual, 2) inter-agency agreements, and 3) the combination of SJWD and SSWD. The second report (Phase 2A) provided additional details regarding the positive aspects of combining the two water agencies and information about the functions, service areas, operations, and governance.
Current Combination Discussions
To build on existing studies and evaluate current conditions, the districts have initiated a new Business Case Analysis for a potential combination. This analysis will:
- Provide a comprehensive overview of the existing characteristics, operations, and assets of each organization.
- Evaluate the advantages and disadvantages of remaining separate entities compared to merging into a single organization
Some aspects of this analysis were previously addressed in the 2019-21 Collaboration/Integration Project, and much of the foundational data and information can be found in various plans and reports prepared by the districts (e.g., master plans, asset management plans, financial management plans).
The goal of this project is not to duplicate those documents, but to synthesize and analyze the information, clarifying the benefits and challenges of either combining the organizations or maintaining the current structure.
