Terms and Conditions

  • Original or copy of receipt(s)/paid invoice(s) must be submitted with the rebate application.  
  • Photos of your old fixture(s)/pre-project and newly installed fixture(s)/post project must be provided if applicable.
  • Photos of the rebate application, receipts, or any other supporting documents other than pictures of old/new fixtures and/or pre/post project area will not be accepted. 
  • The applicant applying for the rebate must be a water service customer of Sacramento Suburban Water District and the site where the equipment is to be installed must receive water service from the District.
  • Participants are eligible for one rebate per premises, per rebate item, per funding cycle.
  • Rebate program is subject to available funding.
  • Rebates will be distributed on a first-come, first-served basis until funding is depleted. If funds for the current funding cycle have been depleted, the qualified customer will be placed on a waiting list until the next funding cycle is approved.
  • The District reserves the right to terminate this program at any time, for any reason. If the program is terminated, the funding priority waiting list will also terminate and eligibility for funding for those on that list will be forfeited.
  • Applicant must be in, and remain in, “good” standing with the District.
  • Applicant should contact the District if they are unsure of their current account standing.
  • The District is entitled to fully review all reported material costs and reserves the right to deny reimbursement to any applicant for extraneous costs.
  • Incomplete rebate applications will be returned until all required documentation is submitted.
  • Pre-inspection evaluations for rebates are required unless otherwise waived by a District employee. When required, Pre-Inspection appointments may take up to 3 business days to schedule and complete. 
  • Post-installation evaluation may be is required to complete the rebate process. 
  • If a contractor purchased materials for your project, a detailed paid invoice showing separate line items for materials (including the individual cost for each material item) and a separate line item for the cost of installation labor are required.
  • The Contractor's contact information and CA license number must be included on the contractor's invoice. 
  • Rebates will not be processed until a post-installation evaluation has occurred.
  • Once a Post-Installation Evaluation is complete and the appropriate receipts are submitted, a rebate will be issued by the District within 90 days from the date of the Post-Installation Evaluation.  In most cases, rebate checks will be made payable to the applicant and mailed to the address provided on the application. 
  • Customers are required to complete the IRS form W-9 and turn it in with the rebate application if the total amount for all rebates is equal to or greater than $600 in one calendar year.  See below for more details regarding tax requirements.

Grass to Garden

  • ALL REBATE FUNDING FOR THE GRASS TO GARDEN REBATE HAS BEEN EXHAUSTED FOR 2024.  
  • SSWD is offering rebates for up to $1.50 per square foot of grass removed and replaced with low water use/native plants and low water use turf alternatives/groundcover.
    • 25% minimum low water use/native plant coverage required. 
  • The maximum combined rebate for turf replacement and irrigation system efficiency upgrades is $2,250 per customer/meter/property.
  • Rebate may include materials and labor (installation) costs.  Material cost per unit must not exceed manufacturer’s suggested retail price.  Installation is the sole responsibility of the applicant. However, the applicant can choose to hire a licensed (State of California C27, C36 or applicable CSLB A classification license) landscape contractor.  To confirm that a contractor holds a valid license visit www.cslb.ca.gov.
  • Installation costs from a licensed landscape contractor can be reimbursed through this Program for up to $150 per meter/property/customer for a total rebate not to exceed above limits of $2,250. 
    • In order to receive reimbursement for installation costs, a detailed invoice from a licensed contractor with itemized material and labor costs must be submitted to the water provider.  Self-installation by a residential or commercial/institutional property owner/staff may not receive reimbursement for installation costs . 
  • The Applicant applying for the rebate must be a water service customer of Sacramento Suburban Water District and the site where the equipment is to be installed must receive water service from SSWD. 
  • Prior to submitting an application, a pre-inspection survey is required. 
  • Applicant must be in "good" standing with their water provider. Applicant should contact SSWD if you are or are not in good standing.
  • Rebate program is subject to available funding. Rebates will be distributed on a first-come, first-served basis until funding is depleted. Submission of an application does not guarantee a rebate.
  • Rebates may be given for turf replacement, water efficient equipment, and labor for installation of water efficient landscape equipment and turf removal/replacement.
    • Incidental supplies such as couplings, wiring, electrical tape, etc. are excluded from rebate funding.
  • Participants are eligible for one rebate per customer/meter/property. 
  • Rebates are only available to improve existing in-ground irrigation systems and/or automatic timers. New irrigation system installations are not eligible. Turf replacement rebate must replace living and irrigated turf grass landscape.
  • Turf replacement upgrades include removal of current living and irrigated turf grass to be replaced by permeable materials including low water use and native vegetation, gravel, and/or mulch following your water provider’s program requirements.
  • Customer purchase receipts for plant materials are required.
  • Artificial turf purchase and installation is not reimbursable for this rebate.
  • Irrigation equipment (such as high efficiency sprinkler nozzles and drip irrigation is available for rebate only for customers that also participate in a turf replacement rebates. 
  • Sprinkler equipment that qualifies for the rebate include, but are not limited to:
    • Stream rotator nozzles with an inches per hour flow rate f 1.10
    • Pressure regulation equipment
    • Check valves in low-lying sprinklers
    • SWAT-tested weather based irrigation controllers
    • Drip irrigation equipment
    • Rain shut off devices and/or soil moisture sensors
    • Outdoor water use management devices/flow sensors/master valves
  • The unit cost of the irrigation equipment must not exceed the manufacturer's suggested retail price.
  • Self-installation by a residential or commercial/institutional property owner/staff/handyman will not receive reimbursement for installation costs. 
  • Pre-project pictures of the landscape, irrigation equipment, irrigation valves, and irrigation controller are highly encouraged. 
  • The value of the free services you receive under this program may be subject to state and federal taxation. You may wish to consult with a tax professional about possible tax liability.

Toilet/Urinal

  • The maximum toilet/urinal rebate for the single-family residential customer class is $150 per premises per funding cycle.  
  • The maximum rebate amount for the multi-family, commercial, industrial, and institutional customer classes is $150 per toilet or urinal with a maximum total rebate amount of $1,000 per premises per funding cycle.
  • Up to $50 of the total rebate amount can be used toward installation labor costs.
  • Receipts are required to be submitted to qualify for the rebate.
  • Only new toilets/urinals that have the WaterSense Certification Label shall be eligible for the rebate.
  • Toilet rebates will only be provided for the replacement of a toilet with a manufactured flush volume greater than or equal to 3.5 gallons per flush.
  • Toilets manufactured after and including 1992, have a maximum manufactured flush volume of 1.6 gallons per flush and do not qualify for a rebate. 
  • Pictures of the older toilet/urinal (installed) and new toilet/urinal (installed) must be provided.
  • The toilet manufacture date can be found either stamped on the inside of the tank or stamped on the underside of the tank lid. 
  • Toilet must be replaced with a toilet that has a maximum manufactured flush volume of 1.28 gallons per flush or less.
  • Urinal rebates will only be provided for the replacement of a urinal with a manufactured flush volume greater than or equal to 3.0 gallons per flush.
  • Urinals must be replaced with a urinal that has a maximum manufactured flush volume rated as non-flushing or 0.5 gallons per flush or less.
  • Multi-family residential, commercial, and institutional customers located in disadvantaged communities may be qualified for the DWR Prop 1 sponsored direct installation of low-flow toilet (and other water efficient fixtures) program.  Please review the program flyer and contact Weber's Water Conservation, Inc. at (858) 205-0143 or by email at johnw@weberswater.com for eligibility and program questions. Please note, this program is not available for single family residential customers or industrial customers.

Clothes Washer

  • The maximum rebate for new clothes washers is $75 per premises.
  • Rebate funding shall be provided for only the cost of the unit.  Incidental parts and material and installation labor costs are not eligible for rebate.
  • Only clothes washers listed on the Energy Star Most Efficiency Clothes Washer List shall be eligible for a rebate.
Clothes Washer The maximum rebate for new clothes washers is $75 per premises. Rebate funding shall be provided for only the cost of the unit. Incidental parts and material and installation labor costs are not eligible for rebate. Only clothes washers listed on the Energy Star Most Efficiency Clothes Washer List shall be eligible for a rebate.

Leak Repair

  • Leak repair rebates are sponsored by grant funding provided by the Department of Water Resources, are only available to customers with a verified leak event occurring inside or outside of the home.
  • The maximum rebate amount is $500.
  • A picture of the active leak before and after repair or the contractors scope of work detailed on paid invoice are required to be provided.
  • To qualify for a leak repair rebate, a repair must either be made by the home owner or by a CA licensed plumber.
  • If the home owner makes the repairs, only the cost of the materials will qualify for a rebate.
  • If a CA licensed plumbed makes the repairs, both materials and labor qualify for the rebate.
  • Only constant supply line water leaks and irrigation system leaks are eligible for the rebate. Waste water leaks, such as leaks occurring in drainage lines, sewer lines, etc., are not eligible for this rebate.

  • The maximum rebate for a WBIC is $150.
  • Of the maximum rebate amount, up to $50 can be used toward labor and installation costs.
  • WBIC shall be installed and in working order at the time of the post inspection.
  • An eligible WBIC shall be an EPA WaterSense Labeled Controller only.  For information regarding EPA WaterSense Labeled WBIC, visit www.epa.gov/watersense.
  • Incidental supplies such as couplings, wiring, electrical tape, etc. are excluded from rebate funding.
  • WBIC weather stations shall be installed to maximize the open space above and around the unit on the uppermost eve of the building the unit is installed on.
  • Pictures of the installed WBIC and the controller's smart-phone app may be provided in-leu of a post inspection.
Weather Based Irrigation Controllers (WBIC) The maximum rebate for a WBIC is $150. Of the maximum rebate amount, up to $50 can be used toward labor and installation costs. WBIC shall be installed and in working order at the time of the post inspection. An eligible WBIC shall be an EPA WaterSense Labeled Controller only. For information regarding EPA WaterSense Labeled WBIC, visit www.epa.gov/watersense. Incidental supplies such as couplings, wiring, electrical tape, etc. are excluded from rebate funding. WBIC weather stations shall be installed to maximize the open space above and around the unit on the uppermost eve of the building the unit is installed on. Pictures of the installed WBIC and the controller's smart-phone app may be provided in-leu of a post inspection.

Irrigation Efficiency Upgrades

  • The maximum rebate amount for irrigation system efficiency upgrades for domestic accounts is $500 per premises. The maximum rebate amount for a commercial, industrial, and institutional accounts with a landscape area greater than 1 acre is $1,000 per meter.
  • Labor costs may be included in the rebate; however,  labor costs cannot exceed $150 of the total rebate funding.
  • Material cost per unit must not exceed manufacturer’s suggested retail price.  Installation is the sole responsibility of the applicant. However, the applicant can choose to hire a licensed (State of California C27, D12, or C36 license) landscape contractor.  To confirm that a contractor holds a valid license visit www.cslb.ca.gov.  In order to receive rebate funding, a detailed invoice from a licensed contractor with itemized material and separate labor costs must be submitted.  Self installation by a residential property owner is acceptable, but will not receive reimbursement for installation labor.
  • Picture of the existing irrigation equipment (valves, sprinkler heads, landscaped area, etc.) should be submitted with the rebate application, and could serve as the pre-qualification evaluation. 
  • Incidental supplies such as wire nuts, glue, tape, etc. are excluded from rebate funding.
  • Rebates will not be issued posthumously.
  • Rebates are only available to improve an existing in-ground irrigation system. New irrigation system installations are not eligible for rebates.
  • Any project that is started before the pre-qualification evaluation is not eligible for a rebate unless the pre-qualification evaluation has been waived by the Water Conservation Supervisor.
  • Customers participating in the Grass to Garden Rebate are not eligible for the Irrigation Efficiency Upgrades rebate. 

Pool Cover

  • The maximum rebate for a pool cover is $100.
  • Pool cover shall be installed at the time of the post inspection evaluation in order to be eligible for rebate funding.
  • Pool covers shall be form fitted for the parcel’s pool to be considered in working condition.
  • Pictures of the pool cover installed on the pool can serve as the pre and post-installation evaluation.

Rain/Soil Sensors

  • The maximum rebate for a rain sensor is $100.
  • The maximum rebate for a soil moisture sensor is $100.
  • The rain or soil sensor shall be installed and in working order at the time of the post-installation inspection.
  • The Rain Sensor rebate cannot be combined with Weather-Based Irrigation Controller (WBIC) rebate.
  • Customer with an existing WBIC are not eligible for a rain sensor rebate. 
  • Rain sensors shall be installed to maximize the open space above and around the unit.
  • Soil sensors shall be installed in an area that best represents the intended irrigation area.
  • Incidental supplies such as couplings, wiring, electrical tape, etc. are excluded from rebate funding.
  • Pictures of the installed rain sensor and/or soil sensor can serve as the post-installation inspection. 
Rain/Soil Sensors The maximum rebate for a rain sensor is $100. The maximum rebate for a soil moisture sensor is $100. The rain or soil sensor shall be installed and in working order at the time of the post-installation inspection. The Rain Sensor rebate cannot be combined with Weather-Based Irrigation Controller (WBIC) rebate. Customer with an existing WBIC are not eligible for a rain sensor rebate. Rain sensors shall be installed to maximize the open space above and around the unit. Soil sensors shall be installed in an area that best represents the intended irrigation area. Incidental supplies such as couplings, wiring, electrical tape, etc. are excluded from rebate funding. Pictures of the installed rain sensor and/or soil sensor can serve as the post-installation inspection.

HVAC Conductivity Controller

  • Conductivity controller rebates are only available to Commercial Domestic, Industrial Domestic, and Institutional Domestic customers.
  • Only the installation of a new conductivity controller will qualify for a rebate. Cooling towers with an existing conductivity controller will not qualify for the rebate.
  • The maximum rebate for a conductivity controller is $500.
  • A pre-inspection and post-inspection is required to receive rebate funding.
  • Installation is the sole responsibility of the applicant. The applicant can choose to hire a licensed (State of California C27, D12, or C36 license) landscape contractor. To confirm that a contractor holds a valid license visit www.cslb.ca.gov.

Federal Tax Liability Information

  • If the total amount of your rebates (the total of all rebates received, not just one individual rebate) from the District is $600 or greater in the same tax year, the District will issue you a Form 1099 to comply with IRS reporting requirements.  
  • The payee’s Social Security or Tax ID number must be provided via a completed IRS Form W-9 which the District will send out if the $600 threshold is reached.  Whether your rebate is actually taxable or not may depend on several variables. You therefore should consult with your tax professional for advice on your particular situation because SSWD is not able to provide such advice.
  • The name on the W-9 must match the name on the rebate check.  The W-9 form must be completed so the District rebate administer can properly complete the form 1099.  This is in Compliance with the Federal Privacy Act of 1974, 42 UCS 405 (cX2Xc).
  • The Internal Revenue Service requires Rebate Program participants receiving $600 or more from the District to receive an IRS Form 1099 unless otherwise exempt.  Social Security numbers provided as part of the application process are held in confidence under terms of the Privacy Act and are not divulged or otherwise conveyed to individuals or organizations outside the Rebate Program.
  • Please note that only 1 (one) W-9 is required for the tax year.  If you have already submitted your form W-9 to the District for different rebate opportunity, you do not have to submit another W-9.
